Panama's service exports are of real genuine financial services; it's not the same thing. The free zones contribute about 5% to GDP, but they also employ 30,000 people (about 1% of the workforce) and all the evidence is that they are genuinely adding value to the goods that pass through them.
Was looking at regional test scores of Latin America, and like elsewhere, strong correlation with gdp per capita. The three countries exceptions are Cuba, DR( which you already discussed), and Panama. Panama and DR are outliers in how high their gdp per capita income vs test scores. They amongst the lowest scoring countries in the region. Spoke with Devarbol, and he told me it has gdp distortions. Average monthly wages also close to other Latin American countries.
Modern day Panama's gdp per capita/ppp has Ireland like distortions, but I still see people not take this into account.
